5. Notice on formation of Executive Committee Election Committee

The CCSC OSA executive committee has appointed Ms. Kong Tsui Yan, Jenny (General Secretary of OSA, 2011-2012) to be the Returning Officer of the newly formed Executive Committee Election Committee.

7. Polling Notice for the Alumni Manager Election 2012

Proxy

  1. Alumni are allowed to appoint another member of the OSA as their proxy to vote on their behalf.
  2. All appointments of proxy should be made in the proxy form concerned and sent to amelection@ccsc.edu.hk. The proxy form can be accessed through the web page of the OSA (osa.ccsc.edu.hk). An e-mail confirming the receipt of proxy will be sent to the old student concerned after the proxy is received.
  3. All appointments of proxy shall be made on or before 20 April 2012 and any proxy received by the Election Committee after 20 April 2012 will be void.

Polling

  1. Polling will be held on 21 April 2012. The polling station is in the school lobby and it opens from 10:00 am to 4:30 pm. An ID document should be produced for verification of identity before a member of the OSA is allowed to vote.
  2. Each member of the OSA, including the candidates, is eligible to cast one vote on his own behalf, unless he is a member of the Election Committee.
  3. Each member may cast a vote for only one candidate. The directions given in the ballot paper should be followed when the vote is cast.
  4. A member of the OSA is permitted to revoke the appointment of proxy submitted before and vote himself only if he makes the request in person on the polling day before the member appointed as his proxy casts the vote for him.
  5. No promotion is allowed within the school campus on the polling day.
  6. Any member casting his vote shall abide by the regulations for the polling station and the instructions of its staff.
  7. Counting of ballots will be conducted immediately after the end of the polling and announcement of results will take place thereafter.

The promotion materials of the candidates can be found in the web page of the OSA. Members of the OSA are welcome to send their inquiries about the content of the promotion materials to the Election Committee via email ( amelection@ccsc.edu.hk), which will then forward them to the candidates concerned and the replies received will be uploaded to the web page of the OSA for the reference of the members.

8. ALUMNI MANAGER ELECTION REGULATIONS

CHEUNG CHUK SHAN COLLEGE OLD STUDENTS’ ASSOCIATION
ALUMNI MANAGER ELECTION REGULATIONS

Section 1. DEFINITION

1.1 Unless the context requires otherwise,

a. “Alumni Manager” shall mean the Alumni Manager of the Incorporated Management Committee of Cheung Chuk Shan College;
b. “Association” shall mean the Cheung Chuk Shan College Old Students’ Association;
c. “College” shall mean Cheung Chuk Shan College Old Students’ Association;
d. “day” shall mean calendar day;
e. “Election” shall mean the Alumni Manager Election;
f. “Election Committee” shall mean the Alumni Manager Election Committee;
g. “Executive Committee” shall mean the Executive Committee of the Cheung Chuk Shan College Alumni Association;
h. “Regulations” shall mean the Cheung Chuk Shan College Old Students’ Association Alumni Manager Election Regulations; and
i. “member” shall mean life member of the Cheung Chuk Shan College Old Students’ Association.

1.2 Words and expressions importing a masculine gender shall include the feminine and neuter gender.

Section 2 NOMINATION

2.1 Each member is eligible to nominate not more than one person as the candidate at the Election, unless he is a member of the Election Committee.

2.2 A person is eligible to be nominated as a candidate at the Election if and only if:

a. he is a member of the Association;
b. he is not a member of the Alumni Manager Election Committee;
c. he agrees to abide by the Constitution of the Association;
d. he is not a teacher at the College;
e. he is not a school manager of the College in any capacity other than as the Alumni Manager;
f. he is not, at the time of the Election, a candidate at any election in which if he is elected, he will be a school manager in any capacity other than as the Alumni Manager; and
g. he meets the legal registration requirements of a school manager, including but not limited to the conditions set out in Section 30 of the Education Ordinance (Cap. 279) under which the Permanent Secretary of the Education Bureau may refuse registration as a school manager.

2.3 A person may nominate himself as a candidate at the Election.

2.4 All nomination shall be made within the nomination period in the manner prescribed by the Election Committee.

2.5 The nomination period shall not be shorter than seven days.

2.6 Notice of the nomination period shall be sent to all members not less than three days before the commencement of the nomination period.

2.7 If a member nominates more than one person as candidates at the Election, his first nomination received by the Election Committee shall be valid and all subsequent nominations void.

2.8 Nominations not made in the manner prescribed by the Election Committee shall be invalid.

2.9 A person is validly nominated as a candidate at the Election if:

a. he is eligible to be nominated as such under Regulation 2.2; and
b. he obtains valid nominations from no less than three members.

2.10 The Election Committee shall, upon receiving a nomination, as soon as practicable decide whether or not the nominee is validly nominated and shall inform the nominee of the decision.

2.11 The Election Committee shall at the end of the nomination period:

a. give notice of all validly nominated candidates to all members; and
b. where there is more than one valid nomination assign a candidate number to each candidate by drawing lots.

2.12 A nomination may be withdrawn by the nominee before the commencement of the polling in the manner prescribed by the Election Committee.

2.13 If no person is validly nominated before the end of the nomination period, the Election Committee shall:

a. arrange a second nomination period, commencement of which is within seven days after the first nomination period ends; and
b. give notice of the second nomination period no less than three days before the commencement thereof to all members.

2.14 The second nomination period shall be governed by Regulations 2.1 to 2.11 as the first nomination period.

2.15 If no person is validly nominated before the end of the second nomination period, the Election Committee shall report to the Executive Committee that it is unable to elect an Alumni Manager and shall suggest the Executive Committee invite the Incorporated Management Committee of the College to nominate a person as the Alumni Manager in accordance with the relevant law.

Section 3 PROMOTION

3.1 The promotion period shall commence no less than three days after the end of the nomination period or the second nomination period as the case may be and end on the day immediately before the commencement of the polling.

3.2 Promotion should be conducted only within the promotion period, and no promotion activities are allowed on the polling day.

3.3 The promotion period shall not be shorter than seven days.

3.4 The Election Committee may limit the format, size, and other aspects of promotion materials by announcement to all candidates and no external link to any web pages is allowed in the promotion materials. The candidate number, which will be assigned by the Election Committee to a candidate by drawing lots, must be indicated at least in the first page of the promotion material.

3.5 No promotion materials should be sent to members of the Association by the candidates themselves. Instead, the materials should be sent to the Election Committee, which shall then notify all members of the Association of the availability of such materials for reference.

3.6 The Election Committee may refuse to notify members of any promotion material if such material is considered by the Election Committee not appropriate in any aspect.

3.7 All promotion materials shall be prepared at the candidates’ own expenses.

Section 4 POLLING

4.1 Polling shall be conducted:

a. when there is one or more candidate(s); and
b. after no less than seven days after the nomination period or the second nomination period ends, as the case may be.

4.2 Polling may be conducted on more than one day.

4.3 Notice of the polling shall be sent to all members not less than seven days before the Polling commences.

4.4 Each member, including the candidate(s), is eligible to cast one vote on his own behalf, unless he is a member of the Election Committee.

4.5 A member may, in the manner prescribed by the Election Committee, appoint another member as his proxy to vote on his behalf.

4.6 Where there is more than one candidate, each member may cast a vote for one and only one candidate.

4.7 Where there is only one candidate, each member may cast a support vote or a non-support vote towards the sole candidate.

4.8 Voting shall be made in secret ballot.

4.9 A ballot paper shall be void if:

a. it contains the name of the voter or any other mark of identification;
b. it is brought out of the Election Area as prescribed by the Election Committee;
c. it is seriously damaged; or
d. it records a vote in a manner other than stipulated by the Election Committee.

4.10 Any member casting his vote shall abide by the regulations for the Polling Station and the instructions of its staff.

Section 5 RESULT

5.1 The counting of votes shall be conducted immediately after the end of the polling.

5.2 Where there is more than one candidate, the candidate receiving the highest number of votes shall be elected. Where there is only one candidate, the candidate is elected if and only if support votes account for not less than half of the total votes.

5.3 In the case of a tie, the Returning Officer shall determine the result by drawing lots. The person on whom the lot falls shall be deemed elected.

5.4 The Election Committee shall within three days after the polling ends give notice of the result to all members and the Executive Committee.

 Section 6 APPEAL

6.1 Any member may appeal to the Alumni Manager Election Committee against the result of the Election within seven days after the Polling ends, unless he is a member of the Election Committee.

6.2 Upon receiving an appeal, the Election Committee shall:

a. give notice to all members stating the details of the appeal;
b. investigate into the matter;
c. finish the investigation as soon as practicable;
d. allow or dismiss the appeal; and
e. within three days after the decision is made give notice of such decision to all members.

6.3 If an appeal is allowed, there shall be a Re-Election within fourteen days after the appeal is allowed.

6.4 The Re-Election shall be conducted in accordance with Sections 4, 5 and 6 of the Regulations as the Election.

6.5 Notice of the Re-Election shall be sent to all members not less than seven days before the Re-Election commences.

6.6 The result of an Election shall be final if:

a. no appeal is received in accordance with Regulation 6.1; or
b. all appeals are dismissed.

Section 7 OTHERS

7.1 If any candidate violates any part of the Regulations, the Election Committee may, taking into account the seriousness of the violation, impose on such candidate penalties, including:

a. sending of notice to all members stating such violation;
b. reduction of his maximum promotion expenses;
c. deprivation of his right to promotion; and
d. cancellation of his nomination.

7.2 All decisions of the Election Committee shall be final.

7.3 The interpretation of the Regulations shall lie with the Election Committee.

7.4 Any amendment to the Regulations

a. shall be made by the Election Committee;
b. shall be notified to all members by notice sent by the Election Committee;
c. shall begin to take effect only three days after the notice is sent; and
d. shall not have retrospective effect.

9. Nomination Notice for the Alumni Manager Election

We are glad to invite nominations for the election of the Alumni Manager, who is going to serve a term of office of 2 years starting from the date of registration with the Education Bureau. As stated in the constitution of the Old Students’ Association (OSA), the Alumni Manager should report his work to the Association at least twice a year, reflect the opinions of alumni in the Incorporated Management Committee (IMC) of the School and also consult the opinions of alumni through the Association before making important decisions in the IMC, if the situation allows. Any member interested in being a candidate should pay attention to the following items.

  1. The nomination period will be from 5 to 11 April, 2012.
  1. All nominations shall be made within the nomination period and any nomination received by the Election Committee after 11 April 2012 will be void.
  1. Any member of the OSA is eligible to be nominated as a candidate at the Election.
  1. A person may nominate himself as a candidate at the Election.
  1. A person to be nominated as a candidate at the Election shall obtain valid nominations from no less than three
  1. If a member nominates more than one person as candidates at the Election, his first nomination received by the Election Committee shall be valid and all subsequent nominations void.
  1. All nominations should be made by filling in this nomination form http://osa.ccsc.edu.hk/docs/Alumni%20Manager%20Election%20Nomination%20Form%202012.doc
    and send to amelection@ccsc.edu.hk . An e-mail confirming the receipt of a nomination will be sent to the nominee concerned after the nomination is received.
  1. The Election Committee shall inform the validly nominated candidates of their candidate numbers, which will be determined by the drawing of lots, and give notice of such information to all members at the end of the nomination period.
  1. For any nominee who wants to withdraw the nomination, he / she should notice that:
    such a request should be formally made by informing the Election Committee via e-mail ( amelection@ccsc.edu.hk) of the reason(s) for withdrawing from the Election. An e-mail stating the decision of theElection Committee for the application made will then be sent to the nominees concerned; and
    b. any request for withdrawal made during or after the promotion period will be announced to all members of the OSA by the Election Committee in the web page of the Association for the reference of the members.
